solution:
ok I cheked and this is how it works:
after download it you need to register for onlinetvrecorder.com
for free
then you will have an acount
you need to download their decoders in the download section.
then you need a premium acount to decode the file to an original mpg file.
In order to do so you need each day to click a lot of banners,
or in the quick way of buying points .
Another way to get an premium acount is to send invitation to friends to register the site.
each clicking on banner you earn points
when you get 50 gwp points then you have premium acount.

^ Don't bother doing that. It doesn't allow you to decode the file if you haven't added it to your 'wishlist' on that site before the movie was broadcasted. Those otrkey files are useless.
