if you are concerned about service charges and other maintenance cost of owning card then apply for emv world mastercard of indian bank. its debit card though but it doesn't limit you in any way, can be used internationally both offline and online on all popular sites like paypal, neteller, google playstore etc.

http://www.indianbank.in/card_debit_share.php

biggest advantage no need to keep min balance of 10k like hdfc, icici etc and just 250 rs. annual fee just 173 rs and for service charges its very least and often nothing other than quoted amount you see during checkout.

during savings account making in bank ask specifically for emv world mastercard instead of usual atm debit card. they will issue it within some 20 days. also do check to select internet banking facility to know the statement without the need to go to bank and for other banking features.

forgot to mention, no inactivity fee or other things in govt banks, spend when you want and no forced ones like that of private banks for levying fine and other charges.

most of the cards issued by indian banks including this one can't be used outside india including on popular wallet sites like paypal so it may thus be unusable if the need is mainly for that.

while if you are planning to use in india only and in indian sites then no problem still the service charges and annual fee is high.

above mentioned indian bank debit card is the best and affordable card for all and can be used everywhere.

if credit facility (later pay) and cashback offers and points is main need and the usage is very high like over 50k per year then icici bank ones are best as they offer added cashbacks on several shopping places including amazon, for example every 1st and 2nd of month if buy 3000 rs and above grocery then flat 1000 rs amazon egv balance which can be used for next purchase on amazon. they also have similar on bigbazaar and other sites.

added advantage of taking icici bank account is, the free debit card they give with regular savings card can be used on international sites too (can enable it by calling their customer care no).
